Newbie Question - Why can't I place a new supply depot in Waimes?

I have an uninterrupted rail line to Waimes... why can't I place a new depot there? I'm so confused about where you're able to place new depots. The only place I'm able to put a new depot anywhere west of Bullingen is exactly one single hex away. I want to leapfrog my depots down the line, but the game won't let me. I *thought* you can put depots anywhere on a supplied railroad track, and/or anywhere within 5 movement of another truck depot. Please help, I don't understand. Also: are all of my unit...
