Porting Half-Life 2 and Portal to Android.

Currently done:
- Partial en-US Unicode wchar.h.
- Tier 0, 1, 2 and 3 libraries.
- MathLib with particle and ray tracing optimizations for ARM NEON.
- Valve Standard Library.
- App framework dummy.
- Partially launcher.
- VPhysics.
